1Obtain the first seven badges. To obtain the gym badges, you must defeat the gym leader for each badge.

2Get the Silver Wing. You get it after defeating Team Rocket at the Goldenrod Tower.Advertisement

3Go to Whirlpool Islands. Use your town map to find it.

4Go through the Whirlpool Islands. At this point, you'll need a Pokémon with Flash.

5Find the elderly man at the end of the dungeon. Then, go down the stairs.

6Lugia should be in the cavern below. Save your game so that you don't lose progress, and prepare for the battle.

7Once you are ready, walk up to Lugia and press A to talk to it. It'll let out a battle cry, and you start the battle.

QuestionWhy should I not use the master ball on Lugia?Community AnswerMainly because there are other legendaries (Raikou, Entei and Suicune) who are more of a pain to catch. This is because in Silver, these three are roaming legendaries, so you have no warning of their approach and hence can't save prior to battling them. They're also prone to fleeing. Given that, you can save yourself some of the hassle by holding on to your master ball to use on one of these guys.
