    Go to the shop and buy some expensive food using gold fish. Tubbs is not attracted to the normal food that you can regularly refill. Instead, buy some Sashimi, Bonito Bitz, and other foods found in the shop section.

    Place the new food and wait. Don't be discouraged if he doesn't come after a few minutes, or the other cats eat it before he comes. If this happens, buy more food and set it down again.

Getting Tubbs with the Giant Cushion

    Save up your gold fish. The Giant Cushion costs 25 gold fish. Once you have enough, go to the shop and buy it.

    Set the Giant Cushion up. Once you have it, be very patient. It's very hard to find Tubbs on the Giant Cushion, so meanwhile, you can snap photos of your other cats enjoying it until Tubbs comes.
