You only need a Kyogre and a Blaziken to beat it on your first try. Kyogre needs thunder, surf, ice beam, and you should probably give him the mystic water to kill Metagross and Cradily at lower levels. One nice thing I found out is that thunder never misses in the rain for Kyogre. Pretty much you use double kick on Absol and Mightyena, thunder on Sharpedo and ice beam on Shiftry and Cacturne. Then, surf of all of Phoebe's Pokémon, as well as on the Glalie. Use thunder on Sealeo and Walrein. Use ice beam on the dragon Pokémon, and surf on the rest. You can win with only Kyogre, but you will need some PP Ups or change some things, like thunder on Skarmory and ice beam on Claydoll.

Steps

  1. 1
It's time to beat the Elite Four! First of all, I recommend to put all your pokemon in level 55-60 because the champion will cause you a lot of pain if you don't do it.
  2. 2
Here's the list of the trainers of the Elite Four of Ruby and Sapphire~

  3. 3
Sidney: Mightyena, dark, level 46. Shiftry, dark/grass, level 48. Cacturne, dark/grass, level 46. Sharpedo, dark/water, level 48. Absol, dark, level 49.
  4. 4
Phoebe: Dusclops, ghost, level 48. Banette, ghost, level 49. Sableye, ghost/ dark, level 50. Banette, ghost, level 49. Dusclops, ghost, level 51.
  5. 5
Glacia: Glalie, ice, level 50. Sealeo, ice/water, level 50. Sealeo, ice/water, level 52. Glalie, ice, level 52. Walrein, ice/water, level 53.
  6. 6
    Drake: Shelgon, dragon, level 52. Altaria, dragon/flying, level 54. Flygon, dragon/ground, level 53. Flygon, dragon/ground, level 53. Salamence, dragon/flying, level 55.
  7. 7
    Steven: Skarmory, steel/flying, level 57. Claydol, ground/psychic, level 55. Aggron, steel/rock, level 56. Cradily, rock/grass, level 56. Armaldo, rock/bug, level 56. Metagross, steel/psychic, level 58.
  8. 8
In Pokémon Emerald, the only difference is the last member of the Elite Four:
  9. 9
Wallace: Wailord, water, level 57. Milotic, water, level 58. Tentacruel, water/poison, level 55. Ludicolo, water/grass, level 56. Gyarados, water/flying, level 56. Whiscash, water/ground, level 56.
  10. 10
As you can see, there are some trainers who are tough to beat, like Drake and Steven/Wallace.
  11. 11
To beat the Elite Four, I recommend you to choose Torchic as a starter. In the final form (Blaziken), it learns powerful fighting moves such as Sky Uppercut, which will be very useful to beat Sidney (dark type trainer), Glacia (ice type trainer, but IMPORTANT, most of her Pokémon are part water type too, so be careful) and Steven (steel type which is covered by fighting and fire moves).
  12. 12
Phoebe is a very tricky trainer because there are good ghost Pokémon with good Sp. Attack but, unfortunately, ghost moves are physical in this game (poor Gengar). The same goes for dark types. Good Attack but dark moves are special in this game. So, to beat Phoebe, use all your Pokémon.
  13. 13
For Drake, a fast Salamence will do the job. Besides dragon moves being special in the game, Salamence can still win. A water Pokémon will be useful too if it can learn Ice Beam (Starmie will be a great choice).
  14. 14
Catch Magneton! Apparently, it may not be a great choice but you're wrong if you think that way. Awesome Special Attack and average Speed will make it one of the best electric types in the game. Use Magneton against Glacia and Wallace.
  15. 15
Steelix (evolved from Onix) is a good Pokémon because you can switch into it easily (except fire and water types because of special attacks). If you are having a problem, change into steelix and just use roar on your opponent.
  16. 16
As for the last Pokémon, a grass type. It will resist a lot of Wallace's Pokémon attacks and if it is faster, use it to beat Glacia. I recommend Sceptile, but if you can't get it, use Ludicolo.
  17. 17
So, there's the list of Pokémon i recommend to beat the Elite Four:
  18. 18
Blaziken: Fire Blast, Sky Uppercut, Bulk Up (sometimes you'll need some defense), Flamethrower (because Fire Blast misses some times)
  19. 19
Salamence (level 60 to beat Drake's Salamence in Speed): Earthquake, Dragon Claw, Fire Blast, Hydro Pump (if you can get an egg move) or Dragon Dance
  20. 20
Starmie: Ice Beam, Thunderbolt (great combo with Ice Beam), Surf/Hydro Pump (accuracy/power), Recover
  21. 21
Magneton: Thunderbolt, Zap Cannon, Lock-on (awesome combination with Zap Cannon), Thunder Wave (to paralyze faster enemies)
  22. 22
Steelix: Earthquake, Iron Tail, Toxic (combines with Steelix's great defense), Roar
  23. 23
1st choice - Sceptile: Leaf Blade, Dragon Claw (can help you with Drake), Brick Break, Hyper Beam (last resort move)
  24. 24
2nd choice - Ludicolo: Surf/Hydro Pump (same thing as Starmie), Rain Dance, Giga Drain, Leech Seed (annoying healing set)
  25. 25
Choose Swift Swim for speed and Rain Dish for HP. Good Luck beating the Elite Four! ;)

Community Q&A

  • Question
If Steven isn't there but Wallace is, how will I beat him?
    Community Answer
    Community Answer
Well, honestly, Wallace is easier than Steven. You only need a ludicolo/brelloom and magneton/raichu to defeat him, but make them at least of level 58, and milotic will be a problem so carry some revival herbs.
  • Question
What if I have the Pokemon, but don't have them to level 50?
    Community Answer
    Community Answer
Train with them for a bit until they're a higher level. You could try as you are, but you'd have to be fairly lucky.
  • Question
Should I use the legendary Pokemon I have caught to beat the Elite 4?

Not necessarily. Kyogre/Groudon will definitely have the strength, but not the levels, and might not mesh well with the balance of the team.
